Geoffrey Ruku: MP who sought ban on Gen Z protests lands CS job after Ruto fires Muturi

Mbeere North MP Geoffrey Ruku, known for his push to regulate street protests, has been appointed to the Cabinet following the sacking of Public Service CS Justin Muturi.

His nomination, however, awaits parliamentary approval.

Ruku gained national attention for his controversial Bill aimed at tightening restrictions on demonstrations, a move widely seen as an attempt to stifle opposition-led protests.

The proposed law sought to hold protest organizers accountable for any destruction, loss of life, or property damage. It also recommended a one-year jail term for those participating in unlawful demonstrations.

While defending his proposal, Ruku insisted that the Bill was not meant to suppress Kenyans’ right to protest but to ensure that demonstrations remained peaceful.

However, facing intense public backlash, he backtracked in June 2024, pledging to withdraw the legislation. He cited feedback from Kenyans who opposed any new restrictions on demonstrations.

The Bill had aimed to grant authorities sweeping powers to manage protests, which the Azimio la Umoja One Kenya coalition had threatened to resume over the rising cost of living.

Ruku had argued that previous protests led to widespread destruction, looting, and loss of life.

“We must ensure public safety and order while protecting the rights and freedoms of others. Demonstrations should not infringe on other people’s rights,” Ruku had stated in defense of his proposal.

His appointment comes amid the dramatic exit of CS Justin Muturi, who had dared President William Ruto to fire him. Muturi had reportedly fallen out with the administration over what he described as State-sponsored abductions of government critics.

In a bold move, he wrote to the President requesting to be excused from Cabinet meetings, signaling defiance but refusing to resign, calling it an act of cowardice.
