Police in Nambale, Busia County, have launched a manhunt for a Ugandan national accused of defrauding over ten Kenyans out of more than Sh1.7 million in less than three weeks while masquerading as a well-known local herbalist.
The suspect, identified as Kiisa Hakim, is said to have impersonated Dr Paul Okello, a respected herbalist and Member of County Assembly (MCA) for Amukura Central Ward.
Hakim allegedly used social media platforms to lure unsuspecting victims, using photos and videos of the real Dr Okello to build trust.
Victims who have since filed reports in various police stations said the suspect operated from a rented private residence in Nambale town, which he had converted into a pseudo-herbal clinic.
After collecting money from them, some victims allege they were threatened with death and even a “ritual snake” if they dared speak out.
“He used my name and image to deceive innocent Kenyans. I reported him to the police after receiving complaints from the victims and even accompanied them to record statements. I urge anyone else who may have fallen victim to this con to come forward,” said Okello.
Kiisa was arrested on July 8, 2025, but was controversially released the following day on a police cash bail of Sh15,000, under the condition that he report back the next morning.
“I am calling on the police to move with speed and ensure justice to the Kenyans conned by the Ugandan who is on the run. The suspect was arrested on July 8, 2025 at a private home which he had rented and converted into an office. He accompanied the victims to report the matter, and we are hopeful that he will be arrested,” he said.
His disappearance has sparked outrage among the victims, who are now demanding his immediate re-arrest and justice for the losses they incurred.
Busia police have confirmed that an active manhunt is underway.
“We have launched investigations into the matter, and action will be taken once the suspect is arrested. I call upon the people of Busia to be calm and let the police do their work,” said the Busia police boss.
This case comes amid growing concerns about the involvement of foreign nationals in criminal activities across Kenya.
