Hundreds of people had gathered at the annual festival, which features live music, food vendors and family-friendly activities, when the gunfire erupted.
The event had a heavy police presence. Heffernan said the department had deployed additional officers, hired off-duty police officers and installed mobile security cameras throughout the area.
Following the incident, Ohio Governor Mike DeWine expressed concern in a post on X.
"I am deeply concerned about the situation in Toledo tonight. Summer festivals should be safe spaces for families to spend time together without fear of violence," he wrote.
DeWine added that he and First Lady Fran DeWine were praying for those affected and expressed confidence that law enforcement would apprehend the suspects.
Heffernan condemned the violence, saying, "It's just a shame when a few people, for whatever reasons are going through their heads, decide to disrupt something that has been a beloved community event for many, many years."
The shooting sparked reactions on social media, with one Instagram user, Kristin Ori, writing: "Why is this happening in Ohio? This is so sad. Lucky they all survived."
