NTSA has announced a 24-month prohibition on the licensing of new public transport operators, freezing the registration of any new Matatu Saccos and transport companies nationwide.
The move is set to take effect from June 19, 2026, and will run for two years, during which NTSA will not accept or process any new applications for Public Service Vehicle (PSV) operator licences.
In addition to the licensing freeze, the regulator has also imposed a separate 12-month pause on the addition of new routes and the extension of existing routes.

NTSA further says that changes or reconfiguration of existing licensed routes, including adjustments to pick-up and drop-off points, will also be halted for 12 months.
The authority says these frequent route modifications have contributed to instability in transport operations, leading to inconsistent and unreliable services for commuters.
NTSA attributes the suspension to persistent road safety concerns and widespread non-compliance within the public transport sector.
The authority also points to the rise of illegal operators who, it says, undercut licensed players through unfair competition, while also creating serious safety risks and worsening insecurity on roads.
As part of the reforms, NTSA plans to strengthen oversight, improve transport management systems, and implement broader sector changes.
During this period, it will conduct a nationwide audit of road safety compliance and traffic management systems in consultation with stakeholders and county governments.
Existing licensed operators will be allowed to continue operating, but only if they fully comply with safety, licensing, and operational requirements.
NTSA encourages potential investors to use the period to submit proposals and memoranda focused on improving safety and public transport management.
“During this period, the Authority, in consultation with relevant stakeholders and with the support of the County Governments, shall conduct a comprehensive audit of road safety compliance and traffic management,”, NTSA stated.
